WHAT IS HIPP?
The Health Insurance Premium Payment Program (HIPP) is a Medicaid program that pays for the cost of private medical insurance premiums. The Program reimburses clients or employers for private health insurance payments for Medicaid eligible persons when it is cost effective.

WHO BENEFITS?
Medicaid eligible individuals enrolled in employer based health plans are eligible to participate in the HIPP program, resulting in an overall decrease in the state’s uninsured rate.

WHY IS HIPP IMPORTANT?
The HIPP program is designed to reduce Medicaid costs by obtaining private health insurance for Medicaid eligible people when it is cost effective. Savings result because private insurance becomes the primary payer of medical care and Medicaid the secondary payer. Family members that are not eligible for Medicaid may be covered under the HIPP program.

MAXIMIZING MEDICAID - THE MMC ADVANTAGE
MMC has managed HIPP programs for more than thirteen years. The Texas HIPP program (managed by MMC) is recognized by the United States General Accounting Office as one of the most aggressive programs in the country. The program’s gross savings for 2003-2006 were approximately $126 million. Based on program management experience, MMC was selected to perform a cost effective analysis with the State of Mississippi for HIPP program implementation.
