ACS Texas Medicaid Contract Extension Awarded (December 2006)
Affiliated Computer Services, Inc., (ACS), a premier provider of business process and information technology outsourcing solutions, announced today that it has received a two- year, $230 million contract extension with the Texas Health and Human Services Commission (HHSC) to provide Medicaid claims processing, operations support, and primary care case management program administration for the State's Medicaid program.
The original project began operations in January 2004. At that time, ACS successfully transitioned fiscal agent and administrative services. The contract now extends through August 31, 2009.
ACS with MMC, has formed the Texas Medicaid & Healthcare Partnership (TMHP), which processes claims and provides support for the Texas Medicaid program. The ACS partnership works with HHSC and more than 45,000 healthcare providers to provide claims processing, provider relations, prior authorization, medical management, and call center operations to support the delivery of healthcare services to almost 3 million Texans who have Medicaid coverage. Texas operates the third-largest Medicaid program in the United States.
MMC provides services to HHSC by providing services to Texans, who are employed, with Medicaid coverage. MMC administers the HIPP Program to over 29,000 Medicaid families, who are employed, with health insurance through their employer. Savings to the State of Texas has historically reflected a 4:1 ratio, which means savings are four (4) times the cost of operating the program. During the past three years, savings have exceeded $70 million. MMC also operates the Third Party Liability (TPL) program for HHSC, which includes the services of posting payments received from third part payers, TORT recoveries, TPR eligibility data, and OI rebilling of denied claims. In May 2005, the TPL/HIPP-IPPA teams received an exceptional rating as a result of an internal audit review conducted by the Health and Human Services Commission.
MMC provides Surveillance Utilization Review Services (SURS) service to HHSC. SURS reviews cases for potential fraud for TMHP. Case loads have increased by 30% since 2004. MMC has continued to provide exceptional service while managing the increased case load. The SURS team consistently receives 100% scores on Medical Affairs Quality review audits.
MMC also provides staffing services to ACS at TMHP. MMC serves ACS in the area of Hospital Audit by providing both financial auditors & insurance analyst to support review of hospitals cost reports and review for potential fraud
Exceptional quality is of the utmost importance for all MMC teams on the TMHP project. Working together in a partnering environment with ACS has not only provided success for all companies involved, but also for the State of Texas, HHSC and the Medicaid clients we all serve. |
