Northrop Grumman - TIPSS (August 2004)
Northrop Grumman added MMC to its Treasury Information Processing Support Services (TIPSS) program team. Northrop Grumman has served on this contract since its 1995 inception, planning and performing approximately 80 task orders within the Internal Revenue Service (IRS) in Information Systems Services, Telecommunications Support Services, Organizational/Management Services and Operational Support Services.

The Northrop Grumman IT TIPSS-2 program is a set of IDIQ, Cost Plus-Fixed Fee (CPFF) contracts (available under Treasury Contract Number: TIRNO-00-D-00012) with term and completion delivery orders administered by the IRS TIPSS Program Office.

ACS and MMC sign Mentor/ Protégé Agreement in Texas (July 2004)
ACS State and Local Government Services, a subsidiary of ACS, Inc., and MMC have signed a Mentor/ Protégé Agreement as a part of their contract to deliver services to the Office of the Attorney General (OAG) of the State of Texas. The agreement provides for cooperation and sharing of expertise and services that allows small firms such as MMC to be effective teammates in large contracts. The OAG is the sponsoring agency for the agreement. The Texas Building and Procurement Commission operates the mentor/protégé program for the State of Texas.

Maximus/MMC Wins Medicaid Fraud Detection Pilot (January 2004)
A team comprised of MMC and Maximus has been selected by the Health and Human Services Commission of the State of Texas to conduct a pilot program in Dallas and Harris counties to implement smart card technology to assist health care providers in identifying qualifying Medicaid recipients and expediting payments from the state.

Northrop Grumman - GITSS (January 2004)
Northrop Grumman was awarded a GITSS - Global Information Technology Support Services contract. MMC is a member of the contract team. GITSS, or Global Information Technology Support Services, is an acquisition program comprising 10 Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts. ACS Announces Seamless Transition of Fiscal Agent Services for Texas Medicaid Program (January 2004)
ACS (NYSE: ACS), a premier provider of business process and information technology outsourcing solutions, announced today that it has, along with its other partners in the Texas Medicaid and Healthcare Partnership (TMHP), successfully transitioned fiscal agent and administrative services to support the State of Texas' Medicaid traditional fee-for-service program and the Texas Health Network (THN) PRIMARY CARE CASE MANAGEMENT (PCCM) managed care program. The Texas Health and Human Services Commission (HHSC) oversees the Medicaid program and hired ACS, the lead partner for TMHP, last year to assume these duties starting January 1, 2004.

TMHP, a coalition of contractors headed by ACS, carries out the Medicaid claims payment and PCCM administrator duties for the State of Texas, under contract with HHSC. The TMHP team consists of ACS, MMC Group, Computer Associates, Hewlett Packard, Public Consulting Group, Inc., and SBC Communications.

"We contracted with ACS to effectively and cost-efficiently combine work previously done by two contractors," said Rose Hayden, Chief of Staff at HHSC who had primary oversight of the transition. "ACS and its partners successfully supported HHSC in its efforts to ensure that during the changeover Medicaid clients got needed services and health care professionals got paid."

TMHP's responsibilities also include: claims processing, provider recruitment, training and education, information technology management, hospital audits, third-party recoveries, and call-center support for Medicaid recipients and providers.

Texas operates the third-largest Medicaid program in the United States. As of December 2003, the Texas Medicaid program covered more than 2.5 million recipients in 254 Texas counties. THN, a component of the Medicaid program, serves over 300,000 members comprised primarily of women, children, and disabled individuals. Texas expects to spend over $14.9 billion on the Medicaid program during its 2004 fiscal year.

The TMHP team employs over 1,000 people at offices in Austin.
